Note that the Florida license would not be necessary in this "super pack" of licenses, as every state it offers is available with far less paperwork, and with a much quicker turn-around between application and issuance of the licenses, via New Hampshire and Pennsylvania.
Since each license in the combination differs in the number of years for which it is valid, normalizing to a "cost per state, per year" standard shows how much it costs per year, for each state you can carry in, under the above combination of licenses. (Changes in fees, years valid, or honored states, will, of course, affect this.)
